The Office of Cabinet Affairs and Strategic Coordination (OCASC) conducted a sensitization session on the Third Child Plus Programme for the Members of the National Assembly at the Lhen-Zom Khangzang, Gyelyong Tshogkhang today. During the presentation, officials outlined the programme’s background, rationale, eligibility criteria, and implementation arrangements. The Third Child Plus Programme officially commenced on June 4, 2026, as a national initiative aimed at addressing the country’s declining birth rates.

Under the programme, the government provides a monthly incentive of Nu. 10,000 for every eligible third born on or after the commencement date until the child reaches three years of age. Officials also explained the eligibility requirements and conditions for maintaining benefits, including provisions related to child welfare, child survival, and the reinstatement of benefits where applicable.

It was highlighted that families will retain autonomy in child-rearing, while cases of child neglect, abuse, or harm may result in suspension of benefits. In situations where a child is placed under alternative care or guardianship, the benefits will follow the child.

The first disbursement is targeted to begin in the third week of July 2026. Following the presentation, Members sought clarifications on several aspects of the programme, including benefit disbursement and prorating arrangements, eligibility of twins and triplets, adoption cases, coverage, account and contact information requirements, and the reliability of toll-free support services. Officials responded to the queries and provided further explanations on the programme’s implementation modalities.
