The Environment and Climate Change Committee of the National Assembly holds consultation on Moveable and Immovable Property Act 1999

On 2 July 2026, the Environment and Climate Change Committee of the National Assembly held a consultation meeting with Bhutan Development Bank Limited (BDBL) to discuss concerns regarding certain provisions of the Movable and Immovable Property Act, 1999, and their implications for borrowers, financial institutions’ lending and recovery processes, and the broader socio-economic landscape. The meeting was chaired by Hon. Lamdra Wangdi, Deputy Chairperson of the Committee and Member of Parliament for Nganglam Constituency.

The consultation highlighted several key concerns regarding the implementation of the Movable and Immovable Property Act, 1999 (MIPA), from the perspective of financial institutions and underscored the need to review and address these issues. Furthermore, the meeting noted that the challenges associated with MIPA are not confined to the financial sector alone but may also extend to other provisions of the Act that affect different sectors and stakeholders.
