Women, Children and Youth Committee Consults NCWC on Policy to Ensure Safety for School Children in Schools

The Women, Children and Youth Committee of the National Assembly held a consultation with the National Commission for Women and Children (NCWC) on 3 July 2026 to discuss measures to strengthen child protection and ensure the safety and well-being of school children. NCWC informed the Committee that the Ministry of Education and Skills Development is leading the investigation into the recent school incident, while the Commission continues to coordinate and monitor child protection efforts. The Committee was briefed on existing child safeguarding frameworks, reporting procedures, and initiatives such as the training of protection officers, school leaders, and teachers, as well as the establishment of School Well-being Teams to support students.

During the discussion, Members raised concerns about school safety, underreporting of bullying and violence, and gaps in the implementation of child protection measures. They also highlighted broader issues affecting children’s well-being, including the impact of parental migration. The Committee requested NCWC to provide additional data, reports, and recommendations to support a comprehensive review of child protection policies and safeguarding frameworks. It reaffirmed its commitment to working closely with relevant agencies to strengthen child protection systems, improve reporting mechanisms, and ensure safe, inclusive, and supportive learning environments for all children in Bhutan.
