The National Assembly Adopts the Financial Services (Amendment) Bill of Bhutan, 2025
22 December 2025The National Assembly adopted the Financial Services (Amendment) Bill of Bhutan, 2025 today with 40 votes in Favour, 2 Against, and 2 Abstention out of 44 members present and voting.
The Bill seeks to amend and strengthen the Financial Services Act of Bhutan, 2011, focusing on enhancing regulation of the insurance sector and protecting policyholders. The amendments aim to promote transparency, strengthen risk management, ensure financial stability, and allow insurers to operate both life and general insurance businesses under stricter governance. The Bill also addresses gaps in regulation and oversight while promoting fair market competition.
The Bill will be transmitted to the National Council, in accordance with the Rules of Procedure.
