MoESD Presents Key Education Reform Initiatives Following Preliminary Meeting Decisions
25 April 2026The Ministry of Education and Skills Development (MoESD) conducted a presentation on education-related matters on 24 April 2026 at Gakyid Khangzang, as part of the follow-up actions to the decisions taken during the National Assembly's Preliminary Meeting held on 16 April 2026.
The session was attended by the Hon’ble Minister of MoESD, along with officials from relevant departments.
The presentation focused on several key reform areas aimed at strengthening the education system in alignment with national priorities and emerging global standards.
Key areas covered during the presentation included the alignment of the national school curriculum with Cambridge Standards, aligning Teacher Requirements (TRE) with the revised curriculum and subject hour distribution, and optimizing the education workforce. Additionally, the Human Resource Division presented proposed revisions to the teacher transfer policy.
Other important areas discussed included the National School Facilities Needs Analysis and the introduction of a Per-Child Financing (PCF) model for school operational budgets.
During the meeting, Members raised a number of concerns and observations regarding the proposed reforms and issues related to education sector gathered from their constituency visits.
A key issue highlighted was the importance of ensuring that education reforms are rooted in Bhutanese values and context while embarking on global frameworks.
Members also questioned the pace of implementation and emphasized the need for thorough research, inquiry and consultation before adopting significant changes.
Concerns were further raised on the readiness and capacity of teachers and students to adapt to the proposed curriculum changes. Members sought clarification on whether the revised system would meet international recognition standards.
Issues related to equitable resource allocation across schools and the importance of involving local governments and public in assessing and addressing education-related challenges were also emphasized.
The presentation provided an important platform for deliberation, enabling Members to seek clarity and offer recommendations to ensure that ongoing education reforms are inclusive, well-researched, and aligned with national values and long-term development goals.
