
𝐓𝐡𝐢𝐫𝐝 𝐑𝐞𝐚𝐝𝐢𝐧𝐠 𝐨𝐟 𝐭𝐡𝐞 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 (𝐀𝐦𝐞𝐧𝐝𝐦𝐞𝐧𝐭) 𝐁𝐢𝐥𝐥 𝐨𝐟 𝐁𝐡𝐮𝐭𝐚𝐧 𝟐𝟎𝟐𝟓
19 December 2025The Speaker informed the House that the Financial Services (Amendment) Bill of Bhutan 2025 was decided to be tabled as an Ordinary Bill. This was decided in consultation with the Chairperson of the National Council.
During the Third Reading of the Financial Services (Amendment) Bill of Bhutan 2025, the Member from Monggar, representing the Economic and Finance Committee, presented the Committee’s detailed review report on the Preamble, Commencement, and sections 251(b) and 251(c) to the House.
The Committee informed the House that the Bill seeks to amend and strengthen the Financial Services Act of Bhutan, 2011, focusing on enhancing regulation of the insurance sector and protecting policyholders. The amendments aim to promote transparency, strengthen risk management, ensure financial stability, and allow insurers to operate both life and general insurance businesses under stricter governance. The Bill also addresses gaps in regulation and oversight while promoting fair market competition.
The House supported the Committee's recommendations and repealed Section 251(c) of the Bill. The Bill will be adopted on 22 December 2025.
