20 May 2026The Chairperson of the Good Governance Committee presented the follow-up report to the House as directed during the Third Session, following consultations with the Royal Civil Service Commission, ministries, dzongkhags, schools, and other stakeholders. The report noted that while the MaX Performance Management System has improved accountability, concerns remain regarding the fairness, consistency, and effectiveness of its implementation, particularly the continued use of the bell curve (forced ranking) system.
After deliberation, the House endorsed all the four recommendations of the Committee by a show of hands. The House endorsed the review and reform of the bell curve moderation framework toward a more evidence-based and merit-oriented performance assessment system, with reduced quota rigidity and greater agency flexibility accompanied by accountability.
The House also endorsed the recommendation made by the committee to strengthen fairness and grievance redressal mechanisms, provision of incentives for employees in the Outstanding category and support for those in the Partially Meeting Expectation category, and the adoption of sector-sensitive performance assessment approaches that take into account the specific needs of specialized professions.
