The Minister for Infrastructure and Transport presented the Action Taken Report on the resolution to increase building heights from three to five storeys in Yenlag Throms to promote equitable development. The Minister informed the House that existing building height regulations are based on population projections, infrastructure capacity, settlement context, and site conditions. Following assessments of urban centres and development trends, the Ministry concluded that current development rights are adequate to accommodate growth up to 2040, noting that many plots remain underdeveloped. The Minister reported that any future revision of building heights would be carried out through detailed, site-specific spatial plan reviews rather than a blanket nationwide policy.

During the deliberation, Members raised concerns regarding rooftop provisions, local area plans, and building height regulations, noting the need for further review. The House acknowledged the Ministry’s efforts but directed it to undertake additional assessment and submit a follow-up report in the next session. The House also recommended that private construction of residential housing be permitted prior to the commencement of major projects which would not only benefit the public but also reduce the burden on government. On the four proposed way forward measures presented by the Ministry concerning building height issues, which are currently under study or in progress, the House directed the Ministry to report on their progress along with actions taken on the House’s recommendations in the next session.
