His Majesty The Druk Gyalpo graced the Closing Ceremony of the Fifth Session of the Fourth Parliament today.

Delivering the closing speech, the Speaker, Lungten Dorji, welcomed and expressed profound gratitude to His Majesty for gracing the occasion and for His Majesty’s unwavering leadership and guidance. The Speaker highlighted the successful implementation of the Gyalsung Programme, noting that a total of 9,860 Gyalsups, including Bhutanese youth from overseas, have now completed training.

The Speaker reflected on His Majesty’s message delivered during the 2026 Gyalsung Passing-Out Parade, emphasizing the importance of building a strong nation founded on capable people, a vibrant culture, and a thriving economy. He also highlighted His Majesty’s “Hive Strategy,” which encourages Desuups, Gyalsups, and Pelsups to work together with unity, discipline, and a shared national purpose.

Parliament expressed gratitude to His Excellency Prime Minister Shri Narendra Modi, the Government of India, and the people of India for their continued support to the Gyalsung Programme, including assistance in establishing and operating the four Gyalsung Training Centres. Appreciation was also extended to the Government and the three Armed Forces for their contributions to the successful implementation of the programme.

The Speaker underscored the transformative impact of the Gyalsung Programme on Bhutanese youth, noting the positive changes in their discipline, skills, confidence, and commitment to national service. Parliament reaffirmed its support for youth development initiatives and recognized His Majesty’s visionary leadership in nurturing future generations.

Parliament also highlighted His Majesty’s visionary initiative, the Gelegphu Mindfulness City, as a transformative project that will create lasting opportunities and strengthen Bhutan’s position on the global stage. The House further offered prayers for the successful realization of His Majesty’s noble vision to construct 108 Jangchub Chortens across the country.

The Speaker expressed gratitude to His Holiness the Je Khenpo and the spiritual community for their continuous prayers and blessings for the peace, prosperity, and well-being of the Kingdom. Parliament also welcomed the launch of the Daily Prayer Book for primary school students, developed by the Zhung Dratshang and the Ministry of Education and Skill Development to strengthen the spiritual and moral foundations of Bhutanese youth.

Parliament further acknowledged several Royal initiatives and events held in recent weeks. These included the consecration of the Guru Tshengye Thongdrol and special exhibition at the Royal Textile Academy graced by His Royal Highness Gyalsey Jigme Namgyel Wangchuck, the launch of the second phase of the Tit-Tar Therapy Programme by Her Majesty The Gyaltsuen, and the inauguration of the Her Expression Festival and Her Expression Vol. IX exhibition. The House also commended the Tarayana Foundation on its 20 years of service to the nation under the patronage of Her Majesty Gyalyum Dorji Wangmo Wangchuck.

The Speaker reported that the Fifth Session successfully deliberated and adopted several important legislative and policy matters. These included the Budget for FY 2026–2027, the Supplementary Budget for FY 2025–2026, the Goods and Services (Amendment) Bill 2026, the Renewable Energy Exemption Tax Bill of Bhutan 2026, the Livestock Bill of Bhutan 2025, and the Financial Services (Amendment) Bill of Bhutan 2025, which are being prepared for submission for Royal Assent.

The House also adopted the Agreement between Bhutan and Singapore for the Elimination of Double Taxation, deliberated on the Convention on Civil Aviation (2016), and considered the Mutual Legal Assistance Bill 2026, the Insolvency Bill of Bhutan 2026, the Rehabilitation Bill of Bhutan 2026, the Cooperatives and Farmers Groups Bill of Bhutan 2025, and the amendment of reservations to the Convention on the Rights of Persons with Disabilities. The Joint Sitting further deliberated on the Public Accounts Committee’s Annual Audit Report and the Prime Minister’s Annual Report on the State of the Nation.

The ceremony concluded with prayers for the long life and well-being of His Majesty The King, His Majesty the Fourth Druk Gyalpo, Her Majesty The Gyaltsuen, members of the Royal Family, and His Holiness the Je Khenpo, as well as prayers for lasting peace, prosperity, and happiness in the Kingdom of Bhutan.
