14 May 2026On 7 May 2026, the House Committee of the National Assembly convened a consultation meeting with the Ministry of Infrastructure and Transport (MoIT) at Lhenzom Khanzang to deliberate on issues related to transport, traffic management, and road safety. The meeting was attended by the Hon’ble Minister, senior officials from the MoIT, the Bhutan Construction and Transport Authority (BCTA), the Traffic Division, Thimphu, and Members of the National Assembly.
During the meeting, the Ministry informed the Committee that several major developmental works are currently underway. It was further highlighted that a number of ongoing infrastructure and traffic improvement initiatives within Thimphu are expected to be completed within the next two months, with the aim of enhancing traffic flow and strengthening road infrastructure.
Hon’ble Members raised a range of concerns relating to vehicle ownership transfer procedures, ownership transfer tax, insurance-related matters, renewal of vehicle fitness certificates, customization of vehicle registration certificates, no proper record of car servicing, and accessibility to emission testing facilities. Discussions also focused on vehicle modification regulations, road safety infrastructure, parking management, traffic congestion, and the need for intensified awareness and sensitization programmes on traffic rules and road safety.
Members further highlighted issues concerning the enforcement of traffic regulations in areas lacking adequate and safe infrastructure, alcohol testing procedures during emergencies, speed limit enforcement, and the absence of adequate occupational health and safety measures in infrastructure development works currently being carried out within Thimphu Thromde.
In response, officials from the Traffic Division informed the meeting that regular awareness and sensitization programmes are being conducted; however, public attitudes and behaviour continue to pose significant challenges in ensuring compliance with traffic regulations.
The Ministry also highlighted ongoing coordination efforts with relevant agencies to strengthen traffic management and improve road safety measures. Additionally, discussions are underway with GovTech to develop a mobile application aimed at improving taxi services and addressing transport-related inconveniences.
The consultation concluded with a reaffirmation of the importance of continued collaboration among all relevant agencies to enhance road safety, strengthen transport services, and effectively address emerging challenges in Bhutan’s transport sector.
